Legal & Contractual Expert – REMIT Programme

About the role

The REMIT Programme, funded by the UK FCDO and implemented by Adam Smith International, seeks a Legal & Contractual Expert to support Pakistan’s SEZ Phase‑Out Implementation Plan. The expert will provide legal diagnostics and design legally sound transition arrangements for the shift from profit‑based incentives to cost‑ and performance‑based mechanisms.

Key responsibilities

• Conduct comprehensive reviews of SEZ‑related laws, rules, development agreements and enterprise contracts.
• Identify binding obligations, legal risks and reform opportunities aligned with national legislation and IMF requirements.
• Provide legal inputs to IMF technical discussions, stakeholder consultations and pilot design.
• Collaborate closely with the SEZ Policy & Governance Lead, Fiscal & Incentives Expert and IMF Negotiation Expert.
• Prepare advisory reports ensuring the transition plan is credible, enforceable and resilient to legal challenges.

Required profile

• Extensive experience in legal analysis, contract law and regulatory frameworks, preferably in emerging markets.
• Familiarity with IMF‑mandated reform programmes and public‑private partnership contracts.
• Proven ability to work with government agencies and international donors.
