Senior Programme Assistant – Cash-Based Interventions

About the role

The Senior Programme Assistant will support the planning, coordination and implementation of cash‑based intervention (CBI) activities for IOM in Islamabad, working under the Chief of Mission and in close partnership with the National Programme Officer (CBI). The role ensures that CBI programmes meet IOM’s global standards, donor requirements and legal obligations.

Key responsibilities

• Plan and implement CBI project activities, including situational analysis, needs assessments, targeting and distribution.
• Coordinate and monitor operational, administrative and financial aspects of CBI in line with IOM policies, donor agreements and accounting standards.
• Promote the integration of cross‑cutting issues such as gender‑based violence, disability inclusion, child protection and accountability to affected populations.
• Identify and monitor appropriate transfer mechanisms and financial service providers to ensure efficient delivery of cash assistance.
• Support the preparation and execution of market and needs assessments to inform programme design.

Required profile

• Proven experience in coordinating cash‑based humanitarian programmes.
• Strong understanding of donor regulations, accounting standards and IOM’s operational policies.
• Ability to conduct situational analyses, needs assessments and targeting exercises.
• Experience working with cross‑cutting protection and inclusion issues.
• Excellent coordination skills with national and international partners.
