Deputy Director (Business Registration - Plant)

About the role

Pakistan Single Window (PSW) is recruiting on behalf of the National Agri-Trade and Food Safety Authority (NAFSA) for a Deputy Director (Business Registration - Plant) position. NAFSA is being set up as a national initiative to strengthen Pakistan's agri-trade ecosystem through stronger regulatory oversight, facilitation and modernisation of food safety and trade processes. The selected candidate will join NAFSA's foundational team, helping build its systems, processes and institutional capabilities. The workplace is on site.

Key responsibilities

• Manage registration, renewal, suspension and cancellation of plant-related businesses and facilities such as nurseries, packhouses, warehouses, treatment providers, laboratories and other regulated operators.
• Ensure registration frameworks and procedures follow the notified SOPs and legal requirements.
• Review and validate applications, technical documents and compliance evidence submitted by applicants.
• Supervise subordinate officers handling registrations, maintaining registers and coordinating compliance documentation.
• Maintain national registers and databases of approved and registered businesses with proper documentation control.
• Coordinate with inspection, surveillance, diagnostics and ITC operations divisions to obtain compliance inputs for registration decisions.
• Monitor ongoing compliance and initiate regulatory actions (conditions, suspension, cancellation) as authorised.
• Communicate registration decisions promptly, support audits and verification exercises, and prepare periodic reports and compliance analyses.
• Apply requirements transparently and consistently, in line with SPS principles, while keeping professional integrity and confidentiality.

Required profile

• M.Sc. (Hons.) or MPhil (minimum eighteen years) in Agriculture, specialising in Entomology, Plant Protection, Plant Pathology, Weed Science or a related field.
• Minimum 8 years of relevant experience in business registration systems, compliance management or SPS regulatory operations.
• Research publications in HEC-recognised journals preferred.
