About the role
The REMIT Programme, funded by the UK FCDO and implemented by Adam Smith International, seeks a senior Fiscal Incentives & Financial Economist to support Pakistan’s SEZ Phase‑Out and Transition Plan. The expert will provide integrated fiscal, economic and policy analysis for the Special Investment Facilitation Council and the REMIT technical team.
Key responsibilities
- Conduct detailed fiscal diagnostics of existing SEZ incentives, including tax exemptions and customs concessions.
- Develop economic and quantitative models to assess fiscal costs, investment performance and alternative cost‑based incentive scenarios.
- Prepare analytical briefs, scenario results and policy notes for senior government officials, IMF and development partners.
Required profile
- Advanced university degree (Master’s or higher) in Economics, Public Finance or a closely related discipline.
- Approximately 15 years of professional experience in fiscal and economic analysis, public finance or investment climate reform.
- Proven experience advising governments or international organisations on incentive rationalisation and industrial policy.
Required skills
- Fiscal cost analysis and economic impact assessment.
- Economic and quantitative modelling of investment, industrial output and employment.
- Strong understanding of investment incentives, cost‑based vs profit‑based frameworks.
