General Manager Engineering

About the role

The General Manager Engineering will lead TCF’s Engineering Department, steering the planning, execution and delivery of construction and maintenance projects nationwide. This senior leader will shape long‑term infrastructure strategy, drive innovation and ensure compliance with industry standards.

Key responsibilities

• Provide strategic leadership and develop long‑term plans for infrastructure expansion, quality improvement and sustainability.
• Oversee 200–300 concurrent projects, ensuring timelines, quality, safety and cost targets are met.
• Review and validate architectural, structural and MEP designs, guaranteeing compliance with PEC codes and FIDIC standards.
• Supervise quantity surveying activities, including BOQs, BBS, cost estimates, budgeting and post‑project audits.
• Manage tendering and procurement under the OFM model while ensuring compliance with FBR, SRB and PRA regulations.
• Implement and monitor QA/QC, HSE and risk‑management systems.
• Drive adoption of digital tools such as Primavera, Power BI and other project‑tracking solutions.
• Coordinate with regional teams, operations, finance, procurement and audit, presenting updates to senior leadership.
• Build, mentor and develop a high‑performing technical team.

Required profile

• Proven experience leading large engineering teams in a construction environment.
• Strong strategic thinking with a track record of delivering complex, multi‑project programmes.
• Deep understanding of Pakistani engineering regulations, tax frameworks and procurement models.
• Excellent stakeholder management and presentation abilities.

Required skills

• Project management tools: Primavera, Power BI.
• Design software: AutoCAD.
• Knowledge of PEC rules and FIDIC guidelines.
• Land surveys, soil testing, architectural, structural and MEP design.
• Load‑bearing, frame and hybrid structural expertise.
• Quantity surveying: BOQs, BBS, cost estimation, budgeting.
• FBR, SRB and PRA tax regulation familiarity.
• Tendering, procurement and OFM model procedures.
• QA/QC and HSE system implementation.
