Grants and Partnerships Lead

About the role

The International Rescue Committee (IRC) in Pakistan is seeking a senior professional to lead its grants and partnerships portfolio. Reporting to the Deputy Director Programs, the Grants and Partnerships Lead will shape resource mobilisation strategy, oversee donor compliance and build high‑impact collaborations to support the country’s humanitarian programmes.

Key responsibilities

• Provide strategic leadership for the IRC Pakistan Resource Mobilisation and Partnerships Strategy, aligning funding opportunities with programme priorities.
• Lead business development and fundraising activities, including concept note and proposal development, donor engagement, and maintenance of a live opportunity pipeline.
• Manage post‑award processes such as contract reviews, amendments, financial and narrative reporting, and ensure compliance with donor and IRC policies.
• Oversee partnership operations, including partner selection, due‑diligence, capacity‑strengthening initiatives and monitoring of sub‑award implementation.
• Represent IRC in donor meetings, coordination platforms and external forums, promoting the organisation as a partner of choice.
• Mentor and manage the Grants and Partnerships team, fostering collaboration across finance, supply‑chain, MEAL and technical units.

Required profile

• Master’s degree in Business Administration, Development Studies, International Relations, Economics, Finance or related field (or equivalent professional experience).
• Minimum eight years of progressive experience in business development, awards management or partnerships, with at least three years of team‑leadership experience in an international NGO.
• Strong understanding of the Pakistani operating context and regulatory environment for NGOs/INGOs.
• Demonstrated experience working with institutional donors such as USAID, FCDO, ECHO, UN, DFAT, EU, BHA and managing compliance requirements.
• Excellent analytical, writing and negotiation skills, with high attention to detail.
