Monitoring, Evaluation & Learning Lead for GOAL Programme

About the role

The MEL Lead will join the International Rescue Committee’s core team delivering the FCDO GOAL programme in Pakistan. Reporting to the Team Lead, the role is responsible for designing and implementing the Monitoring, Evaluation and Learning strategy that underpins the programme’s theory of change, logframe and value‑for‑money monitoring.

Key responsibilities

• Lead the production of a comprehensive MEL strategy covering data collection, management, analysis, evidence generation, innovation use, VFM and dissemination.
• Design and apply MEL methodologies that capture systems‑thinking and political working, such as developmental evaluation, outcome mapping and process tracing.
• Develop and maintain the programme logframe, recording all amendments throughout the contract.
• Establish baseline quantitative and qualitative data in collaboration with provincial education departments and existing GOAL components.
• Design real‑time, community‑driven monitoring activities that integrate with government systems and are accessible to all partners.
• Track contribution pathways to education milestones, ensuring gender, disability, poverty and geography disaggregation.
• Own the evidence base for lessons learned, feeding insights into quarterly reports and adaptive management.

Required profile

• Extensive experience in monitoring, evaluation and learning for large‑scale education or humanitarian programmes.
• Proven ability to work with provincial government counterparts and multi‑partner consortia.
• Strong analytical skills to translate data into actionable insights for technical and financial decision‑making.
• Experience in gender‑equity and inclusion (GESI) data collection and analysis.
