Project Operations and Finance Analyst for Rule of Law Programme

About the role

The Project Operations and Finance Analyst will support the Rule of Law Programme in Pakistan by providing financial management, operational coordination and administrative assistance. The role ensures that programme resources are planned, utilized, monitored and reported in line with UNDP policies and donor requirements.

Key responsibilities

• Prepare, review and consolidate programme budgets, annual workplans and financial plans.
• Develop and update financial forecasts and cash‑flow projections to guide timely implementation.
• Monitor budget availability, utilisation and identify variances, funding gaps or over‑expenditure.
• Process budget revisions, reallocations and financial adjustments according to UNDP procedures.
• Analyse financial implications of programme decisions and provide advice to management.
• Track programme expenditures, commitments and advances, maintaining accurate records.
• Prepare budget‑versus‑expenditure analyses, highlight risks and recommend corrective actions.
• Support audit readiness, internal controls and risk management activities.

Required profile

• Relevant experience in financial planning, budgeting and reporting, preferably in development or public‑sector programmes.
• Strong analytical skills with the ability to interpret financial data and support decision‑making.
• Knowledge of UNDP financial rules, donor requirements and results‑based budgeting.
• Excellent coordination skills to work with programme staff and Country Office functions.
