Senior Budget Officer – Corporate Services Division

About the role

The National Land Agency is seeking a Senior Budget Officer to join its Corporate Services Division. Reporting to the Manager of Management Accounting, the incumbent will develop and align budget plans with the Agency’s corporate strategy and provide financial analysis to support decision‑making.

Key responsibilities

• Prepare budget templates for divisional directors and guide forecasting of expenditure estimates.
• Assist in preparing preliminary expenditure estimates and adjust them as needed.
• Update the MTRBB tool and BPMS application to ensure timely annual budget submission to the Ministry of Finance and Planning.
• Prepare monthly and annual cash‑flow forecasts and compare them with approved estimates for relevant ministries.
• Provide data for supplementary estimates and produce monthly/quarterly variance analysis reports for senior management.
• Review expenditure classifications, identify savings, and recommend virement or supplementary estimate requests.
• Identify investment opportunities for excess funds and prepare interest income schedules.
• Produce costing schedules for the Agency and parent ministry and support special projects such as retroactive payment costing.
• Represent the Finance & Accounts Branch at meetings and stay updated on accounting and finance trends.

Required profile

• BSc. from a recognized tertiary institution or ACCA Level II qualification.
• Minimum of 3 years’ experience in an accounting environment.
• Knowledge of financial and accounting principles, the FAA Act, GOJ investment guidelines, and GOJ budgetary practices.
• Strong analytical, problem‑solving, and interpersonal communication skills.
