Senior Capture & Proposal Manager – IT Services

About the role

Virtelligence is looking for an experienced Senior Capture & Proposal Manager to lead the identification, capture, development, and submission of IT consulting and professional‑services opportunities across healthcare and government markets. This hands‑on position requires personal evaluation of opportunities, development of capture strategies, and direct writing of proposal content.

Key responsibilities

• Identify and qualify IT consulting, staffing, managed‑services, and technology opportunities; monitor SAM.gov, state/local procurement portals, and healthcare bid sources.
• Conduct bid/no‑bid analysis, research buyers, incumbents, competitors, and contract vehicles; develop capture strategies, win themes, and teaming opportunities.
• Support GSA Multiple Award Schedule initiatives, manage SAM.gov and government contracting requirements, and maintain compliance documentation.
• Analyze RFPs/RFIs/RFQs, create compliance matrices, and write critical proposal sections such as executive summaries, technical approaches, staffing plans, and past performance.
• Strengthen content from offshore writers, SMEs, and AI tools; coordinate resumes, case studies, certifications, pricing inputs, and manage proposal schedules, reviews, and final submissions.

Required profile

• 7+ years of capture, proposal management, or proposal‑writing experience, preferably in IT consulting or professional‑services.
• Hands‑on experience with U.S. public‑sector procurement, GSA, SAM.gov, and government compliance requirements.
• Proven ability to interpret complex RFP requirements, develop compliance matrices, and manage proposals from opportunity through submission.
• Independent work style with strong deadline management and coordination of distributed teams.
