Senior Consultant – Public Financial Management

About the role

Oxford Policy Management is seeking a Senior Consultant to join its Public Financial Management (PFM) team in Islamabad. You will work on high‑visibility fiscal policy and public finance reforms for national and sub‑national governments in Pakistan and other developing countries.

Key responsibilities

• Lead and support technical deliverables on planning and budgeting, macro‑fiscal analysis, debt management, revenue mobilisation, and climate/disaster finance.
• Develop and implement strategies to achieve project objectives, adapting approaches as needed.
• Contribute to thought leadership, knowledge sharing, and communication of project learnings.
• Support business development by preparing technical and financial bids for new public finance projects.
• Manage client relationships and expand networks with funders, government partners, and external consultants.
• Monitor project delivery to ensure timely, on‑budget, high‑quality outcomes and produce regular progress reports.

Required profile

• Extensive experience in public financial management, fiscal policy, or related fields.
• Proven ability to work closely with government stakeholders and navigate complex political economies.
• Strong analytical and problem‑solving skills with a results‑oriented mindset.
