Senior Regulatory & Legal Reform Expert

About the role

The Senior Regulatory & Legal Reform Expert will lead comprehensive legal and regulatory reviews, drive harmonisation across jurisdictions, and draft legislation to support business process simplification and digital government reforms.

Key responsibilities

• Conduct legal and regulatory gap assessments across Acts, Rules, Regulations, Notifications, Policies and Administrative Orders.
• Draft new legislation, amendments, rules, notifications, SOPs and subsidiary legislation.
• Recommend and implement regulatory simplification initiatives.
• Lead regulatory harmonisation between Federal and Provincial jurisdictions.
• Prepare legal compliance reports and support digitisation of regulatory processes.
• Advise technical teams on legal interpretations that affect system design.

Required profile

• LLB degree (mandatory); LLM preferred.
• Minimum 12 years of experience in legal and regulatory reform, including drafting Acts, Rules, Notifications, Regulations and Government Policies.
• Extensive experience reviewing regulatory frameworks and supporting modernisation initiatives.
• Familiarity with Pakistan’s constitutional, administrative and regulatory legal systems.
• Experience on donor‑funded governance reform projects is an advantage.
