Specialist ROW & Logistics Support

About the role

The Specialist ROW & Logistics Support is responsible for end‑to‑end fiber deployment, right‑of‑way (ROW) acquisition and NOC management across major Pakistani cities. Reporting to the Manager – Transport FOO & Rollout, the role coordinates surveys, construction, testing and commissioning while ensuring all regulatory approvals are secured.

Key responsibilities

• Manage full‑cycle fiber rollout: survey, design, trenching, laying, splicing, testing and commissioning.
• Monitor contractor performance, field execution quality and project milestones.
• Prepare regular deployment status reports for senior management.
• Obtain ROW permissions and NOCs from government bodies, municipalities, utility providers and private stakeholders.
• Maintain relationships with external regulators and resolve site‑access disputes.
• Ensure compliance with legal, regulatory and HSE requirements before execution.
• Coordinate with vendors, contractors and subcontractors for timely delivery.
• Report, analyse and manage events through the Network Management & Monitoring System.
• Adhere to departmental SOPs throughout all tasks.

Required profile

• Minimum 5 years of relevant experience.
• Bachelor of Engineering or B‑Tech in Telecom, Electrical or Civil engineering.
• Strong presentation, incident reporting and project‑management abilities.
• Excellent communication skills.

• Fiber deployment expertise (FTTS, FTTH, OTN backbone, metro/LDI networks).
