Consultant – Child Protection Policy & Governance Strengthening (Remote, 6 months)

About the role

UNICEF is seeking a qualified consultant to support the strengthening of the policy and governance framework for the child protection system in Punjab. The assignment is remote, lasts six months, and is open to Pakistani nationals only.

Key responsibilities

• Provide technical assistance to provincial authorities to translate CRC Concluding Observations into a context‑specific, actionable plan.
• Develop and promote coordination mechanisms for child protection institutions across Punjab.
• Support the operationalisation of existing child protection policies, including the Child Marriage Restraint Act and the Punjab Destitute and Neglected Children Act.
• Identify financing gaps and propose sustainable funding mechanisms for child protection services.
• Monitor and report on implementation progress, ensuring alignment with national and international obligations.

Required profile

• Pakistani national with a minimum of a bachelor’s degree in law, public policy, social work, or a related field.
• Proven experience in child protection, policy analysis, or governance frameworks at the provincial or national level.
• Strong understanding of the United Nations Convention on the Rights of the Child and its implications for Pakistan.
• Excellent analytical, writing, and communication skills in English.
• Ability to work independently and remotely for the full contract period.
