General Manager Engineering

About the role

The General Manager Engineering will lead TCF's Engineering Department, steering strategic planning, execution of construction and maintenance projects, and driving innovation across the organization.

Key responsibilities

• Develop and implement long‑term infrastructure strategies, ensuring alignment with TCF standards, sustainability goals and quality improvement.
• Oversee 200–300 concurrent projects nationwide, managing timelines, budgets, safety and quality compliance.
• Validate architectural, structural and MEP designs, ensuring adherence to PEC codes, FIDIC standards and best engineering practices.
• Supervise quantity surveying functions, including BOQs, BBS, cost estimates, budgeting and post‑project audits.
• Lead tendering, procurement and regulatory compliance under the OFM model, coordinating with finance, audit and regional teams.

Required profile

• 20+ years of progressive experience in engineering, construction and project management, with at least 7 years leading Quantity Surveying functions.
• Bachelor’s degree in Civil Engineering from a PEC‑recognized institution; Master’s in Project Management preferred.
• Demonstrated ability to manage large, multi‑location engineering teams and travel to remote sites across Pakistan.

Required skills

• Project management tools: Primavera, AutoCAD, Power BI.
• In‑depth knowledge of PEC regulations and FIDIC guidelines.
• Expertise in load‑bearing, frame and hybrid structural systems.
• Quantity Surveying practices: BOQs, BBS, cost estimation and budgeting.
• Familiarity with FBR, SRB, PRA tax frameworks and OFM procurement procedures.
• Implementation of QA/QC and HSE systems.
