Head of Program and Operational Design

About the role

The Head of Program and Operational Design leads the strategic design, development and continuous improvement of TCF's Alumni Pathways journey, helping students find meaningful opportunities beyond Grade 10. The role translates TCF's strategy into integrated programs, frameworks and operating models across intermediate and tertiary education, counselling, parallel career pathways, livelihoods, alumni community engagement and school engagement.

Key responsibilities

• Translate the Alumni Pathways strategy into an integrated program architecture and multi-year roadmap, and refine program models, standards and interventions
• Design counselling approaches and tools for students to assess their interests, aptitudes and readiness, and build a coherent student journey from counselling through to post-admission support
• Define support models for intermediate and tertiary education, as well as vocational, technology-enabled and other livelihood pathways
• Map institutions and partners, develop partnership strategies and models that enable student access, preparation, placement and progression
• Develop implementation guidance, quality standards and MEL frameworks, review performance and outcomes, and coordinate with the Data Systems and Insights team on indicators and reporting
• Lead cross-functionally with College Delivery, Data Systems and Insights and other teams, and contribute to annual planning, resource allocation and strategy reviews

Required profile

• Master's degree from a reputable university
• At least 10 years of relevant professional experience, including at least 5 years in a team leadership or management role
• Student-centred, strategic and systems-oriented, collaborative and adaptable

Required skills

• Program design and implementation, turning strategic goals into frameworks, operating models, standards and workplans
• Understanding of secondary and intermediate education, tertiary admissions and scholarships, student counselling and parallel career pathways
• Designing MEL frameworks and using evidence to drive continuous improvement
• Partnership development, institutional mapping and stakeholder management
