HSE Specialist – Subcontractor & Site Management

About the role

The HSE Specialist will lead health, safety and environmental activities on a wind‑farm project, ensuring compliance with local regulations and client requirements. You will act as the main point of contact for subcontractor HSE compliance and coordinate emergency response and training on‑site.

Key responsibilities

• Review and submit subcontractor pre‑qualifications, certificates, equipment inspections, work permits and medical examinations to the client.
• Supervise daily site activities, track and close out HSE observations.
• Coordinate and deliver HSE‑related training programmes.
• Manage emergency response in partnership with the site medical team.
• Participate in incident investigations, prepare reports and implement corrective actions.
• Promote HSE incentives, enforce disciplinary actions and run HSE awareness campaigns.
• Collect, analyse and submit periodic HSE data to the client.

Required profile

• Bachelor’s degree or higher in a relevant discipline.
• Minimum 5 years of HSE experience, preferably on wind‑farm projects.
• Familiarity with Uzbekistan HSE laws, regulations and standards is a plus.
• Fluent written and spoken English.

Required skills

• NEBOSH (or equivalent) certification.
• OSHA, IOSH qualifications.
• ISO 45001 / ISO 14001 auditor competence.
• Subcontractor pre‑qualification and documentation review.
• Incident investigation and root‑cause analysis.
• Emergency response coordination.
• HSE data reporting and KPI tracking.
