Management Executive – Strategy, Business Development & Policy

About the role

Pak-Arab Refinery Limited (PARCO) is looking for a Management Executive to lead strategy, business development and policy initiatives across its energy portfolio. The role will support the company’s growth agenda by identifying new opportunities, shaping investment cases and influencing regulatory frameworks.

Key responsibilities

• Identify, screen and evaluate opportunities in refining, pipelines, logistics, storage, petrochemicals, renewables, power, low‑carbon fuels and related infrastructure.
• Prepare opportunity notes, investment theses, pre‑feasibility studies, business plans, risk registers and management recommendations.
• Develop and review financial models for greenfield, brownfield, acquisition, tariff and project‑finance cases.
• Conduct scenario, sensitivity and cost‑benefit analyses, unit‑economics assessments and funding‑structure evaluations.
• Support policy positions and regulatory submissions on tariffs, pricing, sector reforms, energy transition, taxation and project approvals.
• Monitor government policies, regulatory developments, macro‑economic trends and sector risks.
• Utilise AI‑enabled analytics platforms to enhance market research, policy scanning, financial analysis and reporting.
• Prepare board‑level decks, investment memoranda and executive summaries for senior decision‑makers.
• Coordinate with Marketing, Finance, Legal, Technical, Operations, Procurement, Tax, HSE and external advisors to advance strategic projects.

Required profile

• Bachelor’s degree in Economics, Business Administration, Engineering, Finance, Accounting, Data Analytics or a related discipline.
• Strong analytical mindset with experience in financial modelling, scenario analysis and investment evaluation.
• Excellent written and verbal communication skills for preparing briefing notes and regulatory submissions.
• Ability to work collaboratively across multiple functions and external stakeholders.
