Materials Manager – Refinery Supply Chain

About the role

Pak-Arab Refinery Limited (PARCO) is seeking an experienced Materials Manager to lead supply‑chain activities at its Mid Country Refinery. The role oversees procurement, warehousing, inventory, logistics and customs functions to ensure uninterrupted material flow for refinery operations.

Key responsibilities

• Manage local and international procurement, contracting, warehousing, inventory, logistics, shipping and customs clearance for the refinery.
• Set performance targets, monitor scorecard achievements and introduce new technologies or process improvements.
• Develop short‑ and long‑term plans, prepare revenue, inventory and capital budgets, and present them to senior management.
• Oversee vendor selection, strategic sourcing, supplier relationship management, performance evaluation and contract standardisation.
• Ensure safe handling, storage and shelf‑life management of materials, and enforce compliance with company policies and procedures.
• Coordinate with internal departments, government authorities, local and foreign vendors, shipping companies and freight forwarders, including obtaining necessary NOCs for chemicals.

Required profile

• Bachelor’s degree in Engineering (MBA preferred) with at least 15 years of direct procurement, mechanical maintenance, process, imports or related experience in oil & gas, refinery, pipeline, LPG, fertilizers or chemicals.
• Proven experience managing warehouses, supplier contracts, inventory levels and cross‑functional stakeholder engagement.
• Strong knowledge of Pakistan customs tariff, HS codes, SROs, CGOs, GOP directives, import tariffs, customs procedures, shipping and freight forwarding.
• Excellent negotiation, analytical, decision‑making and leadership abilities.
