Program Design Specialist (TJ) - Punjab Skills Development Fund

About the role

The Punjab Skills Development Fund is looking for a Program Design Specialist in Lahore. The role shapes and implements workforce development programs aligned with industry needs and national qualification standards, focusing on market demand analysis, curriculum development and program management in a public or development-sector setting. It does not involve managing a team but requires close collaboration with many stakeholders.

Key responsibilities

• Lead industry mobilisation by engaging chambers of commerce, industry associations, TDAP sector councils and employers across Punjab's priority clusters, and manage onboarding, MoUs and industry readiness checks
• Conduct market demand research and labour market analysis, lead training needs assessments and value-chain mapping, and recommend trade lists and trainee targets
• Coordinate with curriculum and academia partners so curricula and Training of Trainers match industry needs and NVQF / TEVTA / PBTE standards
• Support program guidelines, SOPs, training schedules, certification and beneficiary outreach and awareness campaigns
• Track enrolment, certification and placements against the 70% employment target, and prepare analytical reports, dashboards and presentations for management and donors
• Use data analysis tools such as Power BI and STATA, and monitor labour market trends and international best practices
