Senior Manager, Research, Monitoring & Evaluation

About the role

Ipas is seeking an experienced Senior Manager to lead research, monitoring, evaluation and learning (RM&E) activities for its health programs in Pakistan. The role will shape the technical approach, coordinate assessments, and produce knowledge products to support evidence‑based decision‑making.

Key responsibilities

• Implement and continuously improve the M&E system, databases, dashboards and reporting tools for the Ipas Pakistan program.
• Develop robust M&E plans, methodologies, guidance documents and tools, and lead budgeting and timeline monitoring for M&E activities.
• Coordinate program and donor reporting, ensure compliance with Ipas and donor policies, and provide evidence‑informed inputs for funding proposals.
• Identify and mitigate risks, foster a learning culture, document best practices and lessons learned, and integrate findings into program design.
• Present monitoring results to donors and external audiences, represent Ipas at meetings and conferences, and collaborate with national and international partners.

Required profile

• Advanced degree in research methodologies, monitoring & evaluation, biostatistics, public health or a related field.
• Minimum 15 years of experience in M&E and data analytics, preferably in health or development programs.
• Proven track record designing and operating M&E systems from project initiation to closeout.
• Strong quantitative and qualitative analytical skills, with experience managing online databases and producing user‑friendly reports.
• Excellent written communication in English and fluency in Urdu, with ability to work in cross‑cultural environments.
