Senior Public Finance Management Consultant (EU Global Gateway)

About the role

DAI is recruiting senior international and local consultants to support an EU‑funded Public Finance Management Support Programme in Pakistan. The assignment will begin after a procurement process expected in Q1 2027 and will focus on strengthening budgeting, public investment management and gender‑ and climate‑responsive budgeting at federal and provincial levels.

Key responsibilities

• Co‑develop and pilot sector strategies in Khyber Pakhtunkhwa, Sindh and Balochistan, ensuring costed investment plans align with Public Sector Development Programme cycles.
• Establish adaptive budget task forces, strengthen medium‑term budget frameworks and set up real‑time monitoring & evaluation systems for capital projects.
• Harmonise public investment management frameworks, embed gender and climate considerations, and conduct compliance reviews.
• Provide technical assistance on macro‑fiscal forecasting, economic modelling and subsidy analysis to support fiscal sustainability.

Required profile

• Master’s degree in Development Economics, Finance, Public Policy or related field (PhD is an asset).
• Minimum 12‑15 years of experience in public finance management, with at least 8‑10 years in developing countries.
• Proven experience leading donor‑funded programmes, preferably EU‑funded, and working with Pakistan’s Ministry of Finance or Planning.
• Demonstrated expertise in one or more of: medium‑term budgetary frameworks, output‑based budgeting, public investment planning, procurement, gender‑budgeting or climate‑responsive budgeting.
