Finance/Ops Lead - FCDO-funded Technical Assistance

About the role

The International Rescue Committee is seeking a Finance/Ops Lead to manage the financial and operational aspects of a new FCDO‑funded Technical Assistance programme in Pakistan. The role will serve as the primary finance and operations partner to the Project Director, ensuring robust financial infrastructure, compliance with FCDO payment‑by‑results (PBR) requirements, and alignment with local laws.

Key responsibilities

• Develop, document, and implement finance and operations policies, systems, and procedures for the programme.
• Oversee financial management, budgeting, and PBR‑linked reporting to ensure timely and accurate delivery against milestones.
• Ensure compliance with IRC, FCDO, and host‑country labor, tax, and regulatory requirements.
• Coordinate with IRC Finance Unit to enforce internal controls and conduct financial analytical reviews.
• Support the development of strategic and operational plans and monitor financial performance against targets.

Required profile

• Proven experience in finance and operations leadership within international development or humanitarian settings.
• Strong understanding of FCDO payment‑by‑results frameworks and donor compliance.
• Ability to work closely with senior management and multidisciplinary teams.
• Knowledge of Pakistani fiscal regulations and labour laws.
