Procurement Services Manager (P-4) – Fixed Term, Islamabad

About the role

UNICEF Pakistan is looking for a dynamic Procurement Services Manager to lead a large and complex procurement portfolio that supports critical health programmes across the country. Reporting to the Chief Supply & Logistics, the manager will ensure timely, efficient and accountable delivery of essential supplies while strengthening national supply‑chain systems.

Key responsibilities

• Manage high‑value, multi‑year procurement services engagements with government, development partners and UNICEF Supply Division.
• Develop and implement strategic partnership agreements, including MOUs, and oversee financing solutions for procurement activities.
• Lead procurement planning, risk mitigation and monitoring to ensure transparent and sustainable programme delivery.
• Support capacity building for government entities and enhance operational efficiency of supply‑chain processes.
• Contribute to emergency preparedness and response by ensuring rapid procurement of critical items.

Required profile

• Proven experience in managing large‑scale procurement services, preferably in a humanitarian or development context.
• Strong knowledge of government procurement regulations and public‑private partnership models.
• Demonstrated ability to negotiate, draft and monitor MOUs and contracts.
• Excellent analytical and risk‑management skills.
• Ability to work in a complex, multi‑stakeholder environment.
