Head of Compliance and Governance

About the role

The Head of Compliance and Governance will establish and lead an independent compliance function for PARCO Pearl Gas (Pvt) Ltd, ensuring robust oversight across technical, safety, regulatory, operational and commercial areas. Reporting directly to the CEO, the role is responsible for embedding a strong governance framework, enhancing transparency and proactively managing compliance risks.

Key responsibilities

• Develop and implement an enterprise‑wide compliance and governance framework aligned with business objectives.
• Establish policies, procedures and internal controls to meet regulatory and corporate requirements.
• Provide independent oversight of technical & safety, regulatory, operational and commercial compliance.
• Identify, assess and prioritize compliance risks, escalating critical issues to senior management.
• Design and oversee monitoring mechanisms, audits, dashboards and KPI reporting.
• Strengthen governance structures, act as secretary to compliance and risk committees, and present insights to senior leadership.
• Collaborate with HSE, Asset Integrity, Finance, Legal, HR and Operations to align compliance requirements with business processes.
• Advise leadership on governance matters and deliver training to foster a compliance‑driven culture.

Required profile

• Bachelor’s degree in Engineering, Business Administration, Law or a related discipline (Master’s preferred).
• Minimum 15 years of experience in compliance, governance, risk management, audit or related functions.
• Prior experience in oil & gas, LPG marketing, energy or downstream operations is highly desirable.
• Strong understanding of regulatory frameworks and internal control environments.
