Project Director – Telecom Billing / CBS-BSS Migration

About the role

Huawei is seeking an experienced Project Director to lead a major Telecom Billing and CBS‑BSS migration program for a leading operator. This senior leadership position requires end‑to‑end ownership of the migration, close collaboration with C‑suite stakeholders, and the ability to minimise business disruption.

Key responsibilities

• Plan, execute and deliver large‑scale CBS/BSS or billing migration programs.
• Define roadmap, milestones, governance, resources, dependencies and delivery plans.
• Manage migration activities while ensuring quality, timeline, cost and business continuity.
• Serve as primary interface with CEO, CTO, CFO and other senior stakeholders.
• Prepare and present executive‑level updates, risks, decisions and business impact.
• Lead cross‑functional teams across IT, Operations, Finance, Sales, Technology and Delivery.
• Manage external vendors, system integrators and implementation partners.
• Establish governance, risk management and escalation mechanisms.
• Oversee testing, validation, cut‑over and post‑migration stabilisation.
• Identify and mitigate technical, operational, financial and business risks.
• Drive change management, stakeholder communication and continuous improvement.

Required profile

• Bachelor’s degree in Engineering, Computer Science, Business Administration or related field.
• 8+ years of project/program management experience, preferably in telecommunications, BSS, CBS or billing transformation.
• 5+ years leading major CBS/BSS migration, transformation or upgrade projects.
• Strong understanding of Telecom Billing, CBS and BSS architecture.
• Proven experience managing high‑visibility technology transformation programs.
• Excellent communication and presentation skills for C‑suite audiences.
• PMP certification required; PgMP or PMI‑ACP preferred.
• Fluent English with strong written and verbal skills.
