Construction Project Management Specialist (Senior Real Estate Management Officer)

About the role

The Asian Development Bank is seeking a Construction Project Management Specialist to lead the technical and contractual oversight of the Pakistan Resident Mission (PRM) New Office Project. Reporting to international staff at ADB Headquarters and matrix‑reporting to the Country Director in Islamabad, you will act as the client‑side representative on‑site, ensuring the project meets quality, cost, schedule, and risk objectives.

Key responsibilities

• Provide client‑side technical oversight of construction works, ensuring compliance with approved contracts, designs, specifications, and quality standards.
• Review and comment on PMC recommendations, including construction methodologies, variation proposals, cost and time implications, and risk mitigation measures.
• Coordinate daily on‑site activities, facilitating communication among the Project Management Consultant, General Contractor, architect/engineer of record, and other consultants.
• Identify and assess implementation risks, escalating critical issues to ADB management for timely decision‑making.
• Lead resolution of complex technical, contractual, and implementation issues, ensuring smooth stakeholder coordination.

Required profile

• Extensive experience in construction project management, preferably in international development or large‑scale office projects.
• Proven ability to oversee multi‑disciplinary teams and manage stakeholder relationships.
• Strong analytical skills to evaluate technical and contractual documents.
• Excellent communication and problem‑solving abilities.
