External Endline Evaluation Consultant – Border Management Project

About the role

The International Organization for Migration is seeking a consultant to carry out an external end‑line evaluation of its “Enhancing Border Management Capacity” project, which runs from April 2022 to March 2026 and is funded by the Ministry of Foreign Affairs of Japan.

Key responsibilities

• Conduct an independent end‑line evaluation of the project’s overall objective to strengthen operational and institutional capacities of Pakistan’s immigration and border management authorities.
• Assess the effectiveness of the project’s interventions, including Training‑of‑Trainers programmes, capacity‑building activities, refurbishment of the FIA Training Academy, provision of vehicles and logistical support, infrastructure and technology upgrades at land border points and airports, and victim‑identification and anti‑trafficking measures.
• Analyse project implementation across the covered regions – Balochistan, Khyber Pakhtunkhwa, Punjab, Sindh and Islamabad Capital Territory.
• Prepare a comprehensive evaluation report with findings and recommendations for the Government of Pakistan and project stakeholders.
