Health Financing Consultant

About the role

The Aga Khan Health Service (AKHS) is seeking a Health Financing Consultant to lead the design of a community‑based health insurance product in Pakistan. The role focuses on assessing willingness‑to‑pay, market segmentation and developing a financially viable benefit package that aligns with AKHS’s continuum of care.

Key responsibilities

• Design and conduct a willingness‑to‑pay (WTP) study in pilot communities of Gilgit‑Baltistan and Chitral using methods such as contingent valuation and discrete choice experiments.
• Perform market segmentation to identify affordability thresholds, behavioural drivers and vulnerable groups requiring subsidies.
• Analyse costing data, referral pathways and HMIS information to create a sustainable premium structure, eligibility criteria and enrolment mechanics.
• Collaborate with AKHS, HBL, Jubilee Insurance and other AKDN partners to align product design, distribution channels and a phased implementation plan.
• Synthesize research findings into actionable recommendations for product architecture, coverage scope, exclusions and claims processes.

Required profile

• Advanced degree in health economics, public health, finance or a related field.
• Proven experience in health financing, insurance product design or willingness‑to‑pay research.
• Strong analytical skills with ability to work with large datasets and health information systems.
• Excellent communication skills to present findings to multidisciplinary stakeholders.
