Management Executive – Procurement

About the role

Pak-Arab Refinery Limited (PARCO) is seeking a Management Executive – Procurement to lead procurement activities across its refinery operations. The role involves managing the full procure-to-pay cycle, supplier sourcing and ensuring cost-effective acquisition of materials and services.

Key responsibilities

• Review purchase requisitions, verify approvals and select appropriate procurement methods in line with authority matrices.
• Manage supplier sourcing, RFQs, tenders and bid evaluations, ensuring transparency and competitiveness.
• Coordinate technical and commercial clarifications pre- and post-bid, and obtain approvals for waivers, emergencies and proprietary procurements.
• Oversee the procure-to-pay process including PO issuance, vendor coordination, invoice resolution and timely payments.
• Monitor vendor deliveries, especially for shutdowns, turnarounds and emergency requirements.
• Drive procurement savings through negotiations, price discounts and strategic sourcing.
• Conduct market research to identify alternative vendors and sources.
• Ensure compliance with procurement policies, financial authority limits, HSEQ standards and SLAs.

Required profile

• Bachelor’s degree in Engineering or Business Administration (16 years of education) from an accredited university.
• Up to 8 years of experience in supply chain and procurement, preferably in oil & gas, petrochemical or refinery environments.
• Proven experience with Procure-to-Pay (P2P) processes and total cost of ownership concepts.
• Professional procurement certification (CIPS, CPSM) is an advantage.

Required skills

• Proficiency with ERP and e-procurement systems, specifically SAP S/4HANA and SAP Ariba.
• Knowledge of MRO inventory, refinery equipment, spare parts, chemicals and catalysts.
• Understanding of Incoterms, contract law and procurement governance.
