Senior Manager, Monitoring, Evaluation & Research

About the role

Ipas, an international NGO supporting Pakistan’s health goals, seeks a Senior Manager to lead research, monitoring, evaluation and learning (RM&E) for its programs. The role oversees the design, implementation and reporting of M&E systems, ensuring data-driven decision‑making and compliance with donor requirements.

Key responsibilities

• Develop and maintain M&E frameworks, databases, dashboards and tools to provide timely insights for program management.
• Lead budgeting, timeline tracking and reporting for M&E activities, including donor and government submissions.
• Identify and mitigate risks, foster community accountability mechanisms, and promote a culture of learning through knowledge products and best‑practice dissemination.
• Represent Ipas at external meetings, collaborate with national and international partners, and travel up to 30% of the time across Pakistan.

Required profile

• Advanced degree in research methodologies, monitoring & evaluation, statistics or a related field.
• Minimum 15 years of experience in M&E, preferably in health or development programs, with a strong track record of designing and operating M&E systems.
• Excellent quantitative and qualitative analytical abilities, and proven experience with data collection, management and visualization.
• Fluency in English and Urdu, and ability to work effectively in cross‑cultural environments.
