Senior Procurement Manager – Islamabad

About the role

The Senior Procurement Manager will lead all procurement activities for Qatar Charity’s Country Office in Islamabad and its remote field operations. The role ensures timely, cost‑effective, transparent and compliant acquisition of goods, works and services in line with organisational policies and donor regulations.

Key responsibilities

• Develop and consolidate annual and project procurement plans, reviewing requests against budgets and work plans.
• Advise programme and operational teams on procurement strategies, lead times and market conditions.
• Manage end‑to‑end procurement processes, including preparation of RFQs, ITBs, RFPs, bid openings, evaluations and issuance of purchase orders.
• Ensure compliance with internal policies and donor‑specific requirements, maintaining audit‑ready documentation.
• Establish and maintain an approved supplier database, conduct pre‑qualification, due‑diligence and sanctions screening.
• Monitor supplier performance, address non‑performance and promote fair competition.
• Identify fraud risks, enforce segregation of duties and support integrity and risk‑mitigation measures.
• Prepare comparative bid analyses, procurement recommendations and ensure approvals within delegated authority thresholds.

Required profile

• Senior‑level experience in procurement management within humanitarian or donor‑funded environments.
• Ability to deploy rapidly and join the position on short notice.
• Strong knowledge of procurement policies, donor regulations and risk‑mitigation practices.
• Experience coordinating procurement across remote and complex operating environments.
