Chief Financial Officer

About the role

Pakistan Single Window is looking for a Chief Financial Officer in Islamabad to lead its financial strategy and the Finance & Procurement function. The role advises the CEO and Board on financial sustainability, cost recovery, funding models and major investments, and oversees compliance, budgeting, revenue assurance, technology investments and procurement governance.

Key responsibilities

• Develop and lead the financial strategy aligned with the statutory mandate and digital transformation objectives, and advise the CEO and Board on financial sustainability, cost recovery, funding models and major investment decisions.
• Ensure compliance with corporate, tax, audit and public-sector governance frameworks, and provide assurance to the Board and Audit Committee on financial reporting integrity, internal controls and risk exposures.
• Oversee annual budgets, revised estimates, forecasts and multi-year plans, and review financial performance, variances, cash-flow projections and commitments.
• Oversee service charges, user fees, funding arrangements and cost-recovery models, and ensure billing, collection, reconciliation and system integrity.
• Oversee technology investments, ERP systems, digital payments and platform infrastructure, reviewing business cases, lifecycle costs and returns on investment.
• Provide executive oversight of procurement governance and contract financial terms, and ensure financial risk management, fraud prevention controls and segregation of duties are effective.
• Manage corporate tax governance, including withholding obligations, indirect tax exposure and cross-border tax matters, and oversee responses to statutory, internal and regulatory audits.
• Engage with regulators, ministries, auditors, financial institutions and donors, and lead the Finance & Procurement function through the senior leadership team.

Required profile

• Member of a professional accounting body recognized by IFAC (e.g. ICAP, ICMAP, CPA) in good standing.
• Minimum 16-20 years of relevant experience, including at least 5 years in a senior finance leadership role (CFO, Director Finance or Head of Finance or equivalent).
• Demonstrated exposure to Board-level reporting, governance and strategic financial management.
• Proven ability to navigate public sector regulations, compliance and reporting requirements.
• Experience in technology-enabled organizations or large-scale transformation initiatives is an advantage.
