Chief Product Officer – Lead National Digital Government Services

About the role

The Chief Product Officer (CPO) will serve as the visionary leader for Pakistan’s national digital government services. Reporting to senior leadership, the CPO translates the “Digital Nation” vision into a secure, scalable, citizen‑centric portfolio of digital products, overseeing both existing services and future innovations.

Key responsibilities

• Define and own the national digital product portfolio strategy, aligning it with the National Digital Masterplan and making decisions on investment, prioritisation, iteration and decommissioning.
• Manage the full product lifecycle—from concept and public‑value case through launch, continuous improvement and sunsetting—while establishing performance frameworks (KPIs, OKRs) for adoption, satisfaction and cost‑effectiveness.
• Lead, recruit and mentor a team of Digital Government Product Managers, fostering an agile, product‑led culture within the public sector.
• Champion citizen‑centric design by embedding Human‑Centred Design, design thinking, UX/UI standards, user research and accessibility across all product development stages.
• Act as the primary liaison with ministries, regulators and senior officials to ensure products meet policy, legal and operational requirements.
• Partner with the Chief Technology Officer to guarantee product roadmaps are technically feasible, secure and scalable at a national level.

Required profile

• Advanced degree (Master’s) in Product Design, Computer Science, IT, UI/UX, Business Administration or a related field.
• 15+ years of senior leadership experience in digital product development, preferably within large‑scale or government environments.
• Proven track record of building and managing high‑performing product teams and delivering public‑value digital solutions.
