Deputy Director (Business Registration - Plant)

About the role

Pakistan Single Window (PSW) is recruiting on behalf of the National Agri-Trade and Food Safety Authority (NAFSA), which is being set up to strengthen Pakistan's agri-trade ecosystem through stronger regulatory oversight, facilitation and modernisation of food safety and trade processes. The selected candidate will join NAFSA's foundational team, helping build its systems, processes and institutional capabilities. The role covers business registration for plant-related businesses and facilities such as nurseries, packhouses, warehouses, treatment providers, laboratories and other regulated operators.

Key responsibilities

• Manage registration, renewal, suspension and cancellation of plant-related businesses and facilities as notified.
• Ensure registration frameworks and procedures follow the notified SOPs and legal requirements.
• Review and validate applications, technical documents and compliance evidence submitted by applicants.
• Supervise subordinate officers processing registrations, maintaining registers and coordinating compliance documentation.
• Maintain national registers and databases of approved and registered plant businesses and facilities with proper documentation control.
• Coordinate with inspection, surveillance, diagnostics and ITC operations divisions to obtain compliance inputs for registration decisions.
• Monitor ongoing compliance and initiate regulatory actions (conditions, suspension, cancellation) as authorised, and communicate registration decisions in time.
• Support audits and verification exercises, prepare periodic reports and compliance analyses, and ensure transparency and confidentiality.

Required profile

• M.Sc. (Hons.) / MPhil (minimum eighteen years) in Agriculture, specialising in Entomology, Plant Protection, Plant Pathology, Weed Science or a related field.
• Minimum 8 years of relevant experience in business registration systems, compliance management or SPS regulatory operations.
• Research publications in HEC-recognised journals preferred.
