Deputy General Manager – Business Finance (Fuel Budgeting & Reporting)

About the role

This position is responsible for finance partnering to secure and ensure continuous fuel supply, negotiate with key vendors for power projects, and oversee contract compliance. The role requires developing detailed financial models for high‑budget projects, providing risk analysis, and delivering data‑driven insights to support strategic decisions.

Key responsibilities

• Manage existing Fuel Supply Agreements (FSAs) with PSO & BYCO, including amendments, extensions, and negotiations.
• Oversee Gas Supply Agreements (GSAs) with PLL, ensuring financial compliance, payments, take‑or‑pay obligations, and performance bonds.
• Lead the RLNG Tranche B procurement process to secure long‑term supply after PLL GSA expiration.
• Act as the finance focal point for FO, HSDO, NG, and RLNG procurement, ensuring NEPRA contract compliance.
• Develop and evaluate financial models (NPV, IRR, MIRR, payback) for fuel‑related projects and provide decision support.
• Supervise budget preparation, review submissions, and ensure cost‑saving initiatives.
• Negotiate commercial terms with bidders and resolve vendor issues.
• Prepare and present financial MIS, ensuring accurate cost recording for regulatory reporting.

Required profile

• Professional qualification (e.g., CA, CFA) with 4‑7 years post‑qualification finance experience, including at least 3 years in the energy sector.
• Deep understanding of financial management principles related to fuel supply contracting and budget control.
• Comprehensive knowledge of regulatory requirements for fuel supply agreements, especially NEPRA directives.
• Advanced financial modeling expertise for project viability assessments (NPV, IRR, payback).
• Familiarity with SAP or similar ERP systems for budgeting and reporting.
• Awareness of energy market trends influencing fuel pricing and supply chain dynamics.
