Head of Business Development & Strategy

About the role

PARCO is looking for a high‑caliber professional to lead its Strategy & Business Development function. The role operates at the executive level, shaping long‑term corporate direction and turning strategic opportunities into bankable business cases.

Key responsibilities

• Identify, evaluate and prioritize growth opportunities across refining, pipelines, logistics, storage, petrochemicals, power, renewables, low‑carbon fuels, trading and infrastructure.
• Translate corporate strategy into workplans, feasibility studies, investment proposals, policy positions and implementation roadmaps.
• Develop and review business cases, financial models, feasibility studies, investment memoranda and transaction analyses.
• Conduct financial modelling including IRR, NPV, WACC, DSCR, debt capacity, tariff analysis, sensitivities and scenario analysis.
• Assess strategic fit, challenge assumptions, evaluate risks and provide clear go/no‑go recommendations.
• Coordinate with advisors, lenders, legal and technical experts to ensure bankable project design.

Required profile

• Strong financial modelling capability and strategic thinking.
• Extensive business development experience in energy, infrastructure, renewables or related sectors.
• Excellent executive communication skills and ability to work with senior leadership, regulators, lenders and cross‑functional teams.
• Demonstrated experience in corporate finance, investment evaluation, transaction advisory, project finance, regulatory policy, M&A, consulting, policy or data analytics.
