Head of Procurement & Contracts

About the role

JHK Group of Companies is looking for a senior, proven and strategic Head of Procurement & Contracts to lead all procurement, purchasing and contracts management across the Group. The role focuses on JHK Construction's large-scale infrastructure projects, with oversight of procurement for JHK Pharma (Pvt) Ltd. It ensures the uninterrupted, cost-effective supply of construction materials, plant and machinery, rental equipment, fuel, subcontracted works and services to project sites, as well as pharmaceutical raw materials, packaging materials, production supplies and other operational needs.

Key responsibilities

• Develop and implement an integrated procurement strategy for the Group, covering construction and pharma, and set policies, procedures, approvals and internal controls.
• Prepare annual procurement plans, budgets, forecasts and expenditure reports, and identify opportunities for strategic sourcing, bulk purchasing and supplier rationalization.
• Lead the move from manual procurement to system-based procurement using the Odoo Purchase and Inventory modules.
• Define the delegation of procurement authority between head office and project sites, with approval limits in line with the Group approval matrix.
• Oversee pharmaceutical procurement (APIs, excipients, packaging, chemicals, utilities, PPE) so it complies with GMP, meets specifications and quality standards, supports batch production and keeps records for audits and traceability.
• Manage construction procurement for infrastructure and civil projects, including cement, steel, aggregates, plant and machinery, rental equipment, fuel and specialist subcontractors, ensuring timely delivery and coordination with project managers, quantity surveyors and site teams.
• Handle tendering, vendor and subcontractor management, contract negotiation, variations and claims, and supply chain management.

Required profile

• Bachelor's degree in Engineering (Civil / Mechanical / Electrical) or Business Administration / Supply Chain Management; MBA or Master's in Supply Chain Management preferred.
• 12-15+ years of experience in procurement, purchasing and contracts management, including at least 8 years at manager / head level.
• Mandatory construction industry experience (infrastructure, civil works, water and wastewater, roads or buildings).
• Proven record of procurement for large-scale projects and experience with multi-site procurement and site purchase teams.
• Public-sector and donor-funded contracts (PPRA / KPPRA, FIDIC, ADB / World Bank guidelines) are an advantage; exposure to pharmaceutical procurement is an advantage.

Required skills

• Training in FIDIC conditions of contract, PPRA / KPPRA procurement rules, contract management, project management or pharmaceutical GMP is an advantage.
• Professional procurement or contracts certification (CIPS / MCIPS, CPSM, CSCP) preferred.
