Management Executive – Strategy, Business Development & Policy

About the role

Pak-Arab Refinery Limited (PARCO) is seeking a Management Executive to lead strategy, business development and policy initiatives across its energy portfolio. The role blends market research, financial analysis and stakeholder coordination to support the company’s growth and energy transition agenda.

Key responsibilities

• Conduct structured research on petroleum, refining, pipelines, renewables, emerging fuels, policy developments and macro‑economic trends.
• Prepare market intelligence notes, opportunity scans, competitor analyses and issue briefs for senior management.
• Track global and local developments in energy transition, regulatory policy, pricing, tariffs, supply chains and investment trends.
• Develop financial models, feasibility studies, tariff analyses, sensitivity analyses and business cases (IRR, NPV, DSCR, EBITDA impact).
• Manage data collection, assumption validation, scenario building and maintain accurate data repositories, dashboards and periodic reports.
• Leverage AI tools to accelerate research, summarize policies, benchmark companies and clean datasets.
• Create high‑quality PowerPoint presentations, memos, dashboards and briefing notes for internal committees and external stakeholders.
• Coordinate with Marketing, Finance, Legal, Technical, Operations, Procurement, HSE and government agencies to ensure timely execution of projects.

Required profile

• Bachelor’s degree in Economics, Business Administration, Engineering, Finance, Accounting, Data Analytics or related discipline from an HEC‑recognized institution.
• Professional certifications such as CFA, CA, ACCA, FRM, PMP or equivalent are desirable.
• Master’s degree in Business, Finance, Economics or Engineering is a plus.
