Project Engineering Analyst (Rule of Law Programme, Pakistan)

About the role

The UNDP Rule of Law Programme in Pakistan strengthens the rule of law and equal access to justice and security services, especially for women and marginalized groups, across Khyber Pakhtunkhwa, Balochistan and Islamabad Capital Territory. The Engineer provides technical support for infrastructure rehabilitation, refurbishment, facility improvement and solarisation works, liaising with government counterparts, contractors and consultants. The post reports to the Team Lead - Programme Specialist.

Key responsibilities

• Carry out technical assessments, site and energy assessments, condition surveys and technical needs assessments for proposed works.
• Prepare and review engineering designs, drawings, technical specifications, bills of quantities, cost estimates and implementation schedules.
• Prepare technical requirements for solar photovoltaic systems and related electrical, storage and backup-power components.
• Assess technical options and recommend solutions based on durability, lifecycle costs, energy efficiency and value for money, with accessibility and gender-responsive considerations.
• Provide technical inputs to procurement and contracting, including technical specifications, bills of quantities and evaluation criteria, and support pre-bid meetings and bid evaluations.
• Review contractors' and consultants' technical submissions and support contract amendments and variations.
• Supervise implementation and monitor quality of works across programme locations, ensuring compliance with approved designs and standards.
