Project ICT/Digital Justice Analyst

About the role

The Project ICT/Digital Justice Analyst will provide specialised technical support for the design, implementation and institutionalisation of digital justice and ICT solutions within UNDP’s Rule of Law Programme in Pakistan. Reporting to the Team Lead – Programme Specialist, the analyst will work closely with government counterparts, justice‑sector institutions and ICT service providers.

Key responsibilities

• Assess existing ICT infrastructure, digital systems and technology needs of partner justice and security institutions.
• Gather and translate operational requirements into functional and technical specifications for e‑Courts, case‑flow, digital learning platforms and analytics tools.
• Prepare and review system architecture, functional requirements, implementation plans and related technical documentation.
• Support procurement processes, evaluate technical proposals and coordinate with ICT contractors to ensure delivery against specifications.
• Provide technical advice on interoperability, data governance, information security and responsible use of technology.

Required profile

• Relevant experience in ICT system design, implementation or support within justice, security or public‑sector environments.
• Demonstrated ability to work with multiple stakeholders, including government agencies and international partners.
• Strong analytical skills for assessing technical risks and recommending mitigation measures.

Required skills

• ICT infrastructure assessment and system architecture design.
• Technical specification writing and procurement support.
• Experience with e‑Court, case‑management and digital learning platforms.
• Knowledge of data security, privacy, backup and business‑continuity practices.
• Interoperability and data‑governance expertise.
