Specialist Regulatory Affairs (SIM Sale Enforcement)

About the role

JazzWorld is hiring a Specialist Regulatory Affairs (Grade L1/L2) in Islamabad to support the implementation and oversight of Jazz's SIM Sale Enforcement Framework. The role ensures compliance with PTA's BVS SOPs and applicable regulatory directives across all authorized sales channels, reporting directly to the Expert Regulatory Operations, who has 1 direct report and an extended team of 7.

Key responsibilities

• Monitor compliance with PTA's BVS SIM Sale SOPs and directives across Experience Centers, franchises, retailers, temporary outlets and other authorized sales points.
• Plan and coordinate routine, random, surprise and targeted field inspections with Regional C&RA and Commercial/Sales teams.
• Identify, document and analyze SIM sale violations, irregularities, trends and control gaps, and maintain a centralized record of cases, evidence and corrective actions.
• Escalate serious, repeated or systemic violations to HQ Regulatory Operations and report to PTA as required.
• Coordinate corrective and preventive action plans, including retraining, enhanced monitoring and process improvements.
• Analyze SIM sale data, exception reports, complaints and inspection findings to spot high-risk channels and recurring non-compliance.
• Support investigations with Commercial/Sales, Technology and Legal teams, and review the Enforcement Framework, checklists and reporting templates.

Required profile

• Bachelor's degree in Business Administration, Law, Telecom Engineering, Management Sciences or a related discipline; a Master's is an advantage.
• Experience in regulatory affairs, compliance monitoring, audit, investigations, sales-channel operations or enforcement-related functions.
• Working knowledge of Pakistan's telecom regulatory framework, especially PTA's Rules, Regulations and SOPs on SIM sale and sales-channel compliance.
• Preferred: experience coordinating cross-functional teams, conducting field assessments, analyzing gaps and preparing formal reports.
