Team Lead - Programme Specialist, Rule of Law Programme

About the role

The UNDP Rule of Law Programme in Pakistan works to strengthen the rule of law and ensure equal access to justice and security services, especially for women and marginalized groups, across Khyber Pakhtunkhwa, Balochistan and Islamabad Capital Territory. The Team Lead / Programme Specialist reports to the Chief Technical Advisor and provides technical leadership and advisory support to government counterparts and justice-sector institutions, supervises designated programme personnel and supports donor coordination and resource mobilization.

Key responsibilities

• Provide day-to-day technical leadership and coordination for the Rule of Law Programme, including security-sector and criminal justice reform, access to justice and institutional strengthening
• Advise institutions on institutional reform priorities such as governance, accountability, coordination and service delivery
• Lead institutional assessments and diagnostics, and guide technical interventions on investigation and prosecution practices, fair-trial safeguards and victim/survivor referral mechanisms
• Support the rollout of case management systems and integrated data platforms
• Provide technical leadership for gender-responsive institutional reform and women's advancement, and integrate gender equality, accessibility and survivor-centred approaches into reforms
• Coordinate with other regional Rule of Law Programmes and advise on scaling up and sustainability of the programme
• Work across units and projects in multidisciplinary teams, in line with UNDP's portfolio approach
