Bid Officer – Fixed‑Term (12 months)

About the role

Oxford Policy Management is seeking a Bid Officer to join its Bidding team in Islamabad on a 12‑month fixed‑term contract. The role supports the end‑to‑end bid process for high‑value development projects, working closely with senior bid managers and consultants.

Key responsibilities

• Provide administrative support for the planning, organisation and monitoring of bids from pre‑positioning through to contract negotiations.
• Ensure consistent implementation of bidding procedures, using the organisation’s tools and templates.
• Conduct quality‑assurance checks on proposals and tender documents before submission.
• Assist with procurement searches and market analysis to identify new project opportunities for key donors such as FCDO, EU, World Bank, UN and ADB.
• Prepare and tailor capacity statements, CVs, project references and donor‑specific forms for expressions of interest and tenders.
• Develop and manage bid timetables, coordinating inputs from internal teams and external suppliers to meet all milestones.
• Collaborate with Opportunity Leads, Bid Managers and support functions (Legal, HR, PMO, Finance) throughout the bid lifecycle.

Required profile

• Experience supporting bid or procurement processes in an international development or consultancy setting.
• Familiarity with donor requirements and tender documentation for organisations such as FCDO, EU, World Bank, UN or ADB.
• Strong organisational and communication abilities, with a keen eye for detail.
• Ability to work collaboratively with senior managers, consultants and cross‑functional teams.
