Expert Consultant – National Governance Programme (NGP) – Pakistan

About the role

Oxford Policy Management is seeking a pool of highly‑experienced local experts to support the National Governance Programme (NGP) in Pakistan. Appointments will be on a fixed‑term basis and will be activated once the project bid is successful. The role involves providing strategic and technical assistance to ministries implementing reform roadmaps and institutional transformation initiatives.

Key responsibilities

• Deliver high‑quality technical advice to government ministries and agencies.
• Support the design, implementation and course‑correction of sector reform plans and roadmaps.
• Advise on institutional strengthening, governance reforms and performance improvement.
• Contribute to policy development, implementation planning and change‑management processes.
• Conduct diagnostics, assessments and political‑economy analyses within tight timeframes.
• Facilitate stakeholder engagement and consensus‑building across government and development partners.
• Collaborate with other local and international experts in multidisciplinary teams.

Required profile

• Internationally recognised expert with advanced postgraduate qualification (Master’s level or above) in a relevant sector, public policy, economics or related field.
• Extensive experience in one or more sectors such as tax and revenue reform, public finance management, trade, privatisation, investment, energy, transport or digital governance.
• Proven track record of delivering technical assistance to government institutions.
• Ability to work under tight deadlines and navigate complex political environments.
