National Social and Behaviour Change Strategy Consultant (3-month contract)

About the role

The consultant will co‑create a costed National Social and Behaviour Change (SBC) Strategy for Pakistan, working closely with federal and provincial stakeholders to embed SBC across national systems and social sector programmes.

Key responsibilities

• Conduct situational analysis and review existing evidence.
• Map stakeholders and lead consultations with government and partners.
• Develop the SBC strategy, prioritising high‑impact family‑care behaviours and social‑norm shifts.
• Define strategic building blocks, including institutionalisation of community engagement.
• Integrate a behavioural‑science‑led research, monitoring, evaluation and knowledge‑management system aligned with national data platforms.
• Prepare a three‑year operational and financing plan and validate the final strategy.

Required profile

• Master’s degree in social or behavioural sciences (e.g., sociology, anthropology, development studies).
• 10–12 years of progressive experience in SBC policy, strategy design, systems strengthening or behaviour‑informed programming at national or multi‑country level.
• Proven experience applying behavioural science methods in complex development or humanitarian contexts.
