Project Director / Engagement Lead & Product Owner

About the role

The Project Director / Engagement Lead & Product Owner will provide strategic leadership and governance for large‑scale regulatory reform and digital transformation programmes in Pakistan. Reporting to a steering committee and client executive sponsor, the role coordinates federal and provincial ministries, development partners and implementation teams to deliver modernised regulatory and e‑government solutions.

Key responsibilities

• Lead end‑to‑end execution of complex digital transformation and regulatory reform programmes, defining vision, roadmap and governance model.
• Manage multidisciplinary teams of legal experts, BPR specialists, architects, developers and business analysts.
• Coordinate with federal ministries, provincial governments, regulatory authorities and donors; chair steering committee meetings and build consensus among stakeholders.
• Define product vision, prioritize backlog, validate requirements and approve sprint deliverables to align regulatory objectives with digital implementation.
• Monitor project risks, dependencies and compliance with contractual and quality standards; oversee vendor and consultant performance.
• Ensure adherence to international project management methodologies and drive continuous improvement.

Required profile

• Master's degree in Computer Science, Information Systems, Public Administration, Business Administration, Engineering or related field.
• Minimum 15 years of project leadership experience, including multi‑million‑dollar digital transformation initiatives.
• Proven experience managing multi‑jurisdiction projects involving federal and provincial governments in Pakistan.
• Experience with donor‑funded projects (World Bank, ADB, UNDP, DFID/FCDO) and strong understanding of Pakistan’s regulatory ecosystem.
• Preferred certifications: PMP, PRINCE2 Practitioner, SAFe Product Owner/Product Manager, Scrum Product Owner (CSPO), PMI‑ACP, ITIL, Change Management.
