Project Manager – HR Service Delivery (Transactional)

About the role

The Project Manager (Transactional) will lead HR service delivery projects for UNOPS partners, ensuring timely, client‑focused and compliant implementation in a dynamic international environment.

Key responsibilities

• Develop, complete and regularly update the project implementation plan, establishing milestones and monitoring progress.
• Deliver HR services in line with contractual commitments, organizational policies and UNOPS performance standards.
• Embed sustainability dimensions—including social, gender, environmental and economic considerations—throughout the project lifecycle.
• Coordinate with technical teams to align activities with HR policies, procedures and standards.
• Liaise with external suppliers or account managers to guarantee quality and timely delivery of outputs.
• Monitor project variances, manage changes and initiate corrective actions when necessary.
• Identify risks, advise senior management on mitigation measures and report potential opportunities for UNOPS.

Required profile

• Proven experience managing HR‑related projects in an international or development context.
• Strong understanding of UNOPS policies, procurement and human‑resources procedures.
• Ability to work with diverse stakeholders, including government agencies, donors and development partners.
• Excellent analytical and reporting skills to track performance against time, cost, scope and quality targets.
