Project Manager (Transactional HR Services)

About the role

UNOPS, which has supported Pakistan since 1999, is looking for a Project Manager for Transactional HR Services. The role leads HR service delivery projects for UNOPS partners, ensuring they are timely, client-focused, compliant with organizational policies and aligned with contractual commitments and UNOPS performance standards. Acting on behalf of the Project Board, the Project Manager oversees delivery of project outputs within agreed tolerances of time, cost, scope, quality, risk and benefits.

Key responsibilities

• Develop, complete and update the project implementation plan, including milestones, and embed social, gender, environmental and economic considerations
• Manage the delivery of HR services, quality of work packages and acceptance of deliverables, and liaise with external suppliers or account managers
• Monitor progress, control variances, manage changes and advise the project board on risk mitigation and opportunities
• Prepare plans and baselines for the project board, maintain documentation and support project audits
• Apply UNOPS financial rules and ethics, and prepare a formal handover to the closure manager
• Monitor service delivery indicators, prepare regular project and financial reports, and track milestones and targets
• Develop stakeholder engagement and communication plans, and coordinate stakeholder feedback
• Coordinate quality reviews of documents and deliverables, and interface with procurement and suppliers' quality systems
• Create a learning environment, share lessons learned and contribute to improving HR process templates and guidance
• Organize and lead the project team, manage performance, select and train staff, and ensure safety and security in line with UNDSS standards

Required profile

• Bachelor's degree (or equivalent) in human resources, business administration, project management, development or a related field with 4 years of relevant experience, OR a Master's degree (or equivalent) with 2 years of relevant experience
• A globally or nationally recognized professional certificate in Human Resource Management is an asset
