Senior Procurement Manager (Islamabad)

About the role

Our client, Qatar Charity, is seeking a Senior Procurement Manager to lead all procurement activities for its Country Office in Islamabad and its remote field operations. The role ensures timely, cost-effective, transparent and compliant acquisition of goods, works and services while safeguarding against fraud and risk.

Key responsibilities

• Develop and consolidate annual and project procurement plans, aligning requests with budgets and work plans.
• Manage end-to-end procurement cycles for goods, works and services, including preparation of RFQs, ITBs, RFPs and tender documents.
• Coordinate bid openings, facilitate technical and financial evaluations, and produce comparative analyses and recommendations.
• Ensure compliance with organisational policies and donor-specific procurement requirements, supporting audits and donor reviews.
• Maintain an approved supplier database, conduct pre-qualification, due-diligence and sanctions screening, and monitor supplier performance.
• Identify and mitigate fraud risks, enforce segregation of duties and promote ethical procurement practices.
• Provide strategic advice to programme teams on procurement lead times and contingency strategies for emergencies.

Required profile

• Proven experience in senior procurement roles within humanitarian or development settings.
• Strong knowledge of donor regulations, procurement policies and risk-mitigation controls.
• Ability to work in complex, remote environments and to deploy rapidly on short notice.
• Excellent analytical, negotiation and stakeholder-management skills.
